Philip joined Harland Clarke in 2016 after most recently being SVP Marketing Executive with Bank of America. He brings a broad and varied marketing background of 25+ years that includes financial services (BofA, GMAC/Ditech, 1st Nationwide Bank), technology, entertainment & ecommerce (Philips, Disney, eHarmony) and several ad agencies.
Today Philip leads B2B market strategy for Harland Clarke’s Health Savings Account vertical supporting FI’s and Third Party Administrators deliver customer engagement strategies to their clients and employees.
Philip holds a Master degree in Journalism from the University of Oregon (Ducks) and a Bachelor’s degree from U. C. Santa Barbara (Gauchos).
Based in Charlotte, NC. Philip proudly served in the US Coast Guard Reserves.

Director, Health Research and Education Program
Paul Fronstin is Director of the Health Research and Education Program at the Employee Benefit Research Institute (EBRI), a private, nonprofit, nonpartisan organization committed to original public policy research and education on economic security and employee benefits. He also oversees EBRIs Center for Research on Health Benefits Innovation. He has been with EBRI since 1993.
Dr. Fronstin's research interests include trends in employment-based health benefits, consumer-driven health benefits, HSAs, private health insurance exchanges, workplace wellness programs, retiree health benefits, employee benefits and public policy, and public opinion about health benefits and health care. He currently serves on the board of trustees for Emeriti Retirement Health Solutions and for the National Alliance of Healthcare Purchaser Coalitions. He also serves on the National Advisory Board for the University of Michigan Center for Value-Based Insurance Design. He is the associate editor of Benefits Quarterly and is also a TIAA-CREF Institute Fellow. From 2015-2018, he served on the Maryland Patient Safety Center board of directors. Dr. Fronstin served on the Maryland Health Care Commission from 2012-2016. In 2010, he served on the Institute of Medicine (IOM) Committee on Determination of Essential Health Benefits.
Dr. Fronstin earned his Bachelor of Science degree from SUNY Binghamton and his Ph.D. in economics from the University of Miami.

Dave is the Founder and President of HSA Health Insurance Company, a Utah based health insurance company that exclusively offers HSA based health plans to the employer market.
HSA Health Insurance Company currently insures approximately 25,000 members. HSA Health Insurance Company's focus is to help members as they transition from being passive, reactive participants in the health care system to informed, engaged consumers that make better decisions when it comes to their care. HSA Health Insurance Company's overall goal is to make healthcare more affordable by lowering healthcare costs, which translates into lower premiums for both employers and employees.
Prior to HSA Heath Plan, Dave co-founded HealthEquity, Inc. (NASDAQ: HQY). HealthEquity, founded in 2002, has grown from a start-up to one of the largest, Health Savings Accounts Administrator in the country with over $8 billion of assets under management and over 4 million HSAs.
Dave received a Master of Business Administration from Brigham Young University and a Bachelor's in English from Weber State University.

Steve is a former practicing general surgeon and the Author of the Complete HSA Guidebook. He is committed to helping all Americans benefit from the unique attributes of HSAs.

Director of Strategy and Compliance
William G. (Bill) Stuart is director of strategy and compliance at Benefit Strategies, an independent third-party administrator located in New Hampshire. Prior to joining Benefit Strategies in 2016, he spent 19 years at Harvard Pilgrim Health Care, a New England-based health services company, in sales, marketing, product, and strategic planning. His particular interests are Health Savings Accounts and the intersection of Health Savings Accounts, Medicare, and retirement planning and saving.
Bill is an active member of the American Bankers Association Health Savings Account Council, the Employers Council on Flexible Compensation, and the Massachusetts chapter of the national Association of Health Underwriters. He provides continuing education courses to benefits advisors and is the author of HSAs: The Tax-Perfect Retirement Account (available on Amazon). He writes a biweekly blog and a weekly HSA Wednesday Wisdom column on LinkedIn .
He is a graduate of Bowdoin College with an MBA from Duke University.
Senior Vice President, Business Development
Dr. William J. West is a board certified OB/GYN and graduate of Jefferson Medical College. He founded First MSA (later First HSA) in 1999 as one of the first companies of its kind. First HSA was acquired by HealthEquity in 2011.
Dr. West has been actively involved in the Consumer Directed Healthcare (CDH) industry. He is a member of the HSA Coalition, the AHIP HSA Council, the American Bankers Association HSA Council and many other committees and councils.
He has participated in town hall meetings with former President George W. Bush and continues to work with members of Congress and other regulatory agencies on CDH products, rules and regulations.
